Preheat an oven to 170 degrees C. In a large pan, fry the beef until the outside is browned. Add the liquid ingredients, the garlic and the spices, and bring to the boil. Reduce heat and simmer for 5 to 10 minutes. In another container, mix the flour with water to form a paste. Stir this paste into the casserole. Add the onions, and season before placing in the oven and cooking for 1 hour 30 minutes.
